Governor Newsom, after issuing his original Executive Order last night, later agreed to make an exception for construction, and housing construction.
The Governor Newsome has not amended his Executive Order, but the website portal to it shows the addition of an exemption for construction, and housing construction. You can see that addition here: https://covid19.ca.gov/stay-home-except-for-essential-needs/

Governor Newsom’s Office last night (March 20, 2020) released an update on his Executive Order Providing clarification on the “Essential Critical Infrastructure Workers” who are exempt from the Stay Home Order. Most contractors can work.
In the “OTHER COMMUNITY-BASED GOVERNMENT OPERATIONS AND ESSENTIAL FUNCTIONS” section.
* Construction Workers who support the construction, operation, inspection, and maintenance of construction sites and construction projects (including housing construction)
* Workers such as plumbers, electricians, exterminators, and other service providers who provide services that are necessary to maintaining the safety, sanitation, and essential operation of construction sites and construction projects (including those that support such projects to ensure the availability of needed facilities, transportation, energy and communications; and support to ensure the effective removal, storage, and disposal of solid waste and hazardous waste.

*Workers such as plumbers, electricians, exterminators, and other service providers who provide services that are necessary to maintaining the safety, sanitation, and essential operation of residences.
These changes are occurring due to efforts on the part of multiple construction organizations including CALPASC. I encourage anyone who is not a member to look into CALPASC as without their help the construction industry may not be working right now. CALPASC needs members and sponsorships to keep advocating for the construction community.
Documents Your Employees Should Carry When Traveling To And From A Jobsite
At this point, the State of California does not have any access and/or re-entry waivers or protocols or permits required. Some California counties have taken it upon their authority to check drivers to make sure they are allowed to travel. In this case, the Govenor’s office recommends carrying a letter (on company letterhead) stating employment and that the employee(s) is essential with a reference to Governor’s Executive Order (https://www.gov.ca.gov/wp-content/uploads/2020/03/3.19.20-attested-EO-N-33-20-COVID-19-HEALTH-ORDER.pdf) and the related Executive Order (https://covid19.ca.gov/img/Executive-Order-N-33-20.pdf) – and let your employee(s) know to carry a photo ID (driver’s license).
